South African Sailing Teams attending the Youth Sailing World Championships Team Support Staff Appointment Policy

Team Composition

The South African Youth World Sailing Championship Team attending World Sailing Youth World Sailing Championships shall ordinarily consist of,

  • The selected sailors.
  • A Team Leader and/or coach to be appointed by SA Sailing.

The number of allowed team support is subject to the size of the team for that year’s event and is specified within the Notice of Race. Thus, these two factors will determine the engagement of the coaching team.

In certain instances, SA Sailing may opt to appoint different coaches either to assist with only the training program or to act as the traveling team coach, and this will be determined at the time.  SA Sailing also reserve the right to appoint.

Expression of Interest

Any interested persons who are interested in working towards appointment for the Youth World Sailing Championships team support are requested to register their intent by completing this form.  This in no way binds either South African Sailing or the person to the event.  In addition, it is recommended that all aspiring Race Coaches works with classes and youth sailors at all levels of performance development (i.e. Class District, ~Regional and ~National Championships etc.), Supporting the upskilling of the youth to achieve results throughout their sailing career in order that the selection committee can be better placed to appoint a stronger national Race Coach for the team.

 

Team Funding

The participating sailors shall fund the team entirely. The anticipated team expenses shall include,

  • Entry Fees for Competitors.
  • Entry Fees for Coach and Team Leader.
  • Support Boat Fee if applicable.
  • Damage Deposit for Support Boats if applicable (refundable – see note 1.).
  • Sailing Dinghy Hire if applicable.
  • Team Clothing for the competitors and coach.
  • Damage Deposit for hired equipment if applicable (refundable – see note 2).
  • Accommodation Damage Deposits (refundable – see note 3).
  • Surcharges for late payments if applicable.
  • All travel and visa costs for Coach.
  • All required insurance costs as per the regatta NOR. In the event of an insurance claim the deduction payable upon claim (excess) shall as far as possible, be limited to the individual claimant.
  • Early arrival and any additional personal costs as will be detailed at the time or communicate within the NOR Additional Individual
  • Expenses may also be incurred. These typically include spending money, boat & sail measurement if applicable, repairs to boats or sails etc.

Note 1  - The responsibility for a deposit loss through damage to the Support Boat shall be the Coach’s or Team leader’s depending on who was in the vessel as SA representative at the time of an incident /accident.

Note 2 – The responsibility for a chartered dinghy and the safe return of shall be the individual competitor’s.in the case of double handed boats, this cost will be divided equally between the two sailors on the boat.

Note 3 – The loss of Accommodation Deposit due to damage shall be to the account of individual(s) causing the said damage and must be settled directly with the accommodation management prior to check out. The SA Sailing will disperse judgement in this regard upon hearing testimony from the team management.

The Team Management Support

SA Sailing shall appoint a team Support staff at the announcement of a team, and in line with the team composition requirements applicable at the time. 

Persons interested in being considered for appointment for the role(s) of Team Coach and/or Team Leader should engage and work with the youth sailors and/or eligible Classes as per the event NOR in their personal capacity and work directly to coach, develop sailor performance, and establish the required results-based track record.

The Team Coach

SA Sailing shall appoint a team coach at the announcement of a team

Qualifications

The team coach shall have a proven coaching track record (based on athlete results improvement) and shall carry a minimum of one of the following qualifications.

  • SA Sailing Race Coach Certificate.
  • World Sailing Level-3 Coaching Certificate.
  • Accreditation by SASCOC (Its expected by SASCOC that SA Sailing national team coaches have been accredited with SASCOC through their RPL process).

In addition, the coach shall carry the equivalent of ALL the below minimum qualifications,

  • SAMSA recognised Certificate of Competence.
  • SA Sailing Safety Boat Operators Certificate
  • Valid SA Dept. Labour approved 1st Aid, minimum Level 1
  • SRC/VHF Marine Radio Certificate.
  • Valid Police Clearance Certificate

In the event of a foreign coach being appointed, they shall:

  • Carry the minimum coaching qualifications of their country of origin or a qualification from a World Sailing Recognised training scheme.
  • A Valid powerboat operators’ licence
  • A police clearance certificate

Responsibilities of the Team Coach

Upon appointment and in consultation with the National Coaching Co-ordinator, formulate a coaching program in preparations for the Championship Regattas.

During the pre-regatta period, the appointed coach shall arrange training sessions and monitor the progress of the team. The coach will also develop a fitness program for the team and monitor the team’s progress in this regard.

During the Championship Regatta, the coach will, equally amongst team members,

  • Serve to encourage and motivate the team – both on and off the water
  • Monitor and record performances.
  • Manage Nutrition including making sure there is food and water available on the race area during racing
  • Manage the sleep patterns of the team
  • Give a daily briefing prior to racing and debrief the team after each days racing.
  • Assist the sailors with the preparation of their dinghies each day prior to and between races.
  • If allowed, attend protest hearing where Team SA members are involved.
  • Give remedial advice and encouragement to both the team as a whole and to individual competitors.
  • Alert the Team Leader as to any personal or health problems the team or individuals on the team may be encountering.
  • Attend the daily Race Committee briefings or any other meetings pertaining to sailing activities that the Race Committee may hold.

After the Championship Regatta, the coach will write a detailed coach’s report and present to the SA Sailing High Performance Committee.

The Team Leader

The SA Sailing High Performance Committee shall appoint a Team Leader at the announcement of a team attending either regatta.

Whilst no sailing or coaching qualifications are a requirement, they are preferable. It will also be desirable for the Team Leader to have done a basic 1st Aid course prior to team departure.  It is essential to carry a valid police clearance certificate.

Duties of the Team Leader.

Prior to the Championship Regatta, the Team Leader shall work closely with the SA Sailing high Performance Secretary and High-Performance committee to ensure that all arrangements concerning travel, finances, team clothing, equipment, visas, passports and individual team members financial arrangements are in place and on track.

The Team Leader shall be the designated person in charge during the travel from South Africa to the championship venue and the return transit.

During the Championship Regatta, the Team Leader shall be responsible for,

  • The financial disbursements to the Regatta Organisers.
  • Registration of the team
  • The collection of damage deposits after the regatta and return them to the payees upon return to South Africa.
  • Be the main liaison person between the Race Organisers and the team.
  • The behaviour and conduct of the team.
  • Keep a record of all financial activity and reconcile the expenditure with the SA Sailing High performance Secretary upon return to South Africa.
  • Arrange the collection and return of hired equipment before and after the regatta.
  • Together with the Team Coach, scrutinize the hired equipment for pre-existing damage before acceptance and return of the equipment.
  • Ensure the team is ready for the daily travel arrangements.
  • Assist the team with the boat and sail measurement and be the liaison between the measurers and the team.
  • Write a daily report to be sent to the SA Sailing website controller, outlining both the racing and results, as well as reporting on the team’s activities and wellbeing.
  • As far as possible via cellphone media, report on the racing live time.
  • Any medicine disbursements to the participants.
  • Assist the coach wherever possible in order that the coach is kept coaching and not managing.

After the Championship Regatta, the Team Leader will write a detailed Team report and present to the SA Sailing High Performance Committee.

Coach & Team Leader Joint Responsibilities

Wherever possible, the Coach & Team Leader shall ensure a calm and safe environment for the team participants.

At all times ensure adhere to the World Anti-Doping Agency (WADA) www.wada-ama.org anti-doping regulations by all sailors.

The Coach & Team Leader shall jointly and/or individually be familiar with both the NOR and SI’s of the Championship as well as the daily amendments to these.

Should any duties and responsibilities arise during the regatta that are not mentioned herein, these should be noted and agreed between the Coach and Team Leader who will deal with them.

Dispute or disagreements between the Coach & Team Leader should be dealt in an adult fashion away from the sailors. Similarly, disputes between the Team and the Race Organisers should not affect the sailors.

With regard to team any team misconduct, the Coach & Team Leader should report this to the SA Sailing High Performance Committee. Special attention is drawn to the NOR behaviour clauses and to RRS69

Coach and Team Leader Entitlements

Before and during the Championship, unless there are other arrangements in place, the Team Coach shall be entitled to,

  • All Travel Expenses between South Africa and the regatta venue.
  • A Team Uniform as per the participants.
  • Adult Entry Fee - including Accommodation and Sustenance as per the NOR.
  • Mandatory Insurance Costs as stipulated in the NOR.
  • A stipend salary as negotiated upon appointment with the team sailors and SA Sailing.

Similarly, the Team Leader shall be entitled to,

  • A Team Uniform as per the participants.
  • Adult Entry Fee - including Accommodation and Sustenance as per the NOR.
  • Mandatory Insurance Costs as stipulated in the NOR.

Replacements

In the event of a replacement team leader or coach being required for any reason, the replacement(s) will be selected at the discretion of the SA Sailing Selection Panel.

Disputes

Where there is a conflict or dispute in respect of this selection criteria, SA Sailing reserves the right to interpret this document and to use its sole discretion in resolving the matter in conflict or dispute.
